If memory serves, first the father of the Bride, then the Groom and then the Best Man.

In a properly run wedding reception the hotel or venue should provide an MC to announce that it is time for speeches, The correct order is:
The MC calls on the Father of the Bride to make a speech
As the father finishes the MC calls on the Best Man who makes a speech and proposes a toast to the Bride and Groom followed by toasting the bridesmaids.
After this speech the Groom replies to both speeches and thanks everyone for coming and for the wonderful presents
End of Speeches on with the reception

I own a country club and handle all the wedding planning. At the absolute minimum, the best man gives a toast. I have also seen the maid of honor give a toast prior to the best man giving a toast. I have also seen the bride's father and groom's father giving toasts. It can really get out of hand if the brothers and sisters start toasting....and I've seen that as well. It can go on for 1/2 hour to 45 minutes.
My advice....keep the speeches and toasting down to a minimum. Your guests will appreciate it!

Like you've already read in everyones answers - everyone does it differently! So I'll give you my take on what will happen at my wedding.
First - My Dad
Second - My to be husband
Third - My Maid of Honour
Fourth - The Best Man
No way am I talkin'! hehe... I wouldn't know what to say, and thank goodness it'll be up to them to figure it out! :P ... I agree with someone saying that the Best man has the hardest job. He's the entertainer, and I have NO DOUBT that the best man in my wedding will entertain, maybe even entertain a bit too much and make me want to hide under the table and see if Grandma is paying attention, haha, :P

Traditionally, the bride's father's speech is first.
He is called on by the MC or the best man to propose a toast of health and success to the bride and groom. He normally also welcomes the groom's parents and the other guests, and says a few words about his daughter.
The bridegroom replies on behalf of himself and the bride. First, he thanks his parents for the start they gave him in life, and for their good wishes for his marriage. He normally concludes by proposing a toast to the bridesmaids.
The best man responds on behalf of the bridesmaids. Although the other speeches may include an amusing anecdote, it is the best man's speech that should particularly entertain the guests. In fact, the ability to deliver an entertaining speech is a major criterion for choosing the best man.

Anyone can make a speech, but the best man always goes last and he doesnt give a speech, he gives the actual toast.
