It depends on a few factors.
One, of course, is how clean the studio is AND how careful the artist is. If you have a scummy artist in a clean studio who hasn't been caught by the owner for not being careful, uh, NOT SAFE. New needles are a given. The artist should also change his or her gloves if s/he answers the phone, adjusts his or her chair, picks up a pen, opens the door, et cetera.
Another factor is your own health. Is your immune system good? Do you have diabetes? (If you have diabetes, your skin heals more slowly.) Are you on medication that would interfere?
The third is how well you take care of it after you leave the shop. A tattoo is an abrasion and it needs to be taken care of the same way. The shops will give you aftercare instructions that are the best in their personal experiences. If, for example, they tell you to use a balm to heal your tattoo and you decide to use peroxide, you'll wreck your tattoo and possibly scar the surrounding skin.
Keep in mind that a clean environment is best but that tattooing had been done outdoors in other civiliztions for centuries before the art form became Westernized. For the most part, it IS safe - but you should always be careful when you're doing something to your body.

If done correctly, yes. If you have sensitive skin, you may react poorly to red tones (as I did, itched like hell and took forever to heal). Stay away from pigments that react in black light, they haven't been approved for use in tattoos. Make sure the studio is clean, make sure the needles they use are one-time use, make sure the artist you use has a good reputation, uses gloves, and wears a mask.

thet are very safe if done correctly i have 3 and have had no problems.make sure the place you go is clean and safe,they should be able to pull a new needle out of the package in front of you to use on you,they need to wear gloves also.just remember they are very expensive to remove if you change your mind

You must know about the needle. The needle must be sterile. If you want tatoo, better choose the black color. The other colors are easier to make you suffer from HIV

I guess they're safe if the tattoo parlor practices good sterilization methods. However, I can't imagine that the dyes used to color a tattoo are healthy for you.

No, i wouldn't think so, cuz they're like...in between your skin layers and most of them are like dying your skin (like hair), and tattoos hurt/kill your skin cells, though many people don't realize it.
