Me and my boyfriend have been dating for almost 6 months and while kissing he hardly ever touches me. I mean he touches me in general.
Like if were out someone he wither always has his arm around my hop/shoulder or hes holding my hand. While we are on the couch he'll have his arm around me and be running his knuckles up and down my arm. But the this is when we make-out all he does is place his hand on my arm, the other one around me or places his arms around me with his hands on my hips/lower back.
I mean he tells me all the time Im gorgeous and that he loves my body biut he will never really 'touch' it. It makes me upset that I can sit there and watch my friend (not really watching tho) and all their boyfriends acoutally 'touch' them. I mean my best friend ALWAYS has his hands on his girlfriends as. I mean I love it when a guy does that I shows the like your body. But my boyfriend will never do that.
What can I do WITHOUT and I mean WITHOUT asking him to do it?

while you two are kissing, hold his hands for a while, then try to put them in a place he usually doesn't touch

Oh my gosh, 8-13 is surprisingly much my b-day! XD *8-14 although.* first of all, congrats on the twins. it is maximum probable by way of little ones, if those are your first little ones, he could be petrified of all of it, having 2 small peoples in accordance with him and you to guard them, and he's probable afraid he will decrease to rubble in some form of way, and his melancholy, PTSD, ADHD, bi-polar, and Epilepsy probable does not help with all that. If those are not your first, it remains sorta like that, afraid something undesirable will ensue, afraid he can not assist you adult men, all that.

maybe when you're kissing him, hold his hand and put it on your breast, he'll get turned on and love to touch you more and more and more...
Another thing is....He doesn't want to touch you because if he does and something like sex comes up, after having sex with you, the feeling will start to do die, so it's all up to you to decide what you want, all you have to do is be patient with him, he'll touch you as time goes one..
I've been in this kind of situation that it's really hard for me to touch her because i felt if i did then my feeling would die but it's not so you'll have to patient okay..

OKAY, if he doesn't "touch" you, why don't you take the initiative and touch HIM instead? I mean, the next time he is kissing you passionately ( try French kissing him ), pretend to get very excited ( so as to give him the impression that you are really getting turned on and therefore can't help doing what you are going to do to him ) and then start to feel him "down there" and if you are bold enough, try and get the "little one" out of his trousers and fondle and caress it - perhaps even take it in your mouth.
I bet THIS should turn him on real good.
But if he still doesn't react by touching you in return, then you will have to go even further - how much is up to you !
