It only makes sense if there is no insulation in the original ceiling or if the people upstairs are particulary noisy.
If this ceiling is under an attic,go ahead and insulate,there is no such thing as too much insulation.

Generally you don't. Weight is a factor depending on what method you use to suspend the ceiling. There are heavy commercial wiring systems available used for heavier tiles and fire rating. Go to www.ekbdc.com great informative site! Consider insulating the attic space above the ceiling rather than the space between the drop ceiling and the old ceiling. Good Luck!

You could do this but keep in mind that some types off suspended ceilings are quite flimsy. You don't want too much weight that it sags.
