Don't know of anyone who makes 'em for an SKS, but you could try Gunbroker.com or Cheaperthandirt.com. If you just have to have one(why one would want a mirror bright magazine on an SKS is beyond me) you could look for a plating shop nearby, and ask them to plate a newly purchased mag housing.
The process of GOOD chrome plating requires, after mirror polishing, the piece will be copper plated, then nickle plated as a durable base coat for the final chrome plating. This is what separates good quality plate from the garbage which comes from Mexico and overseas in the auto and motorcycle aftermarket parts industry.
If you find a shop that does quality work, you could just have them stop with the first two steps, without applying the final chrome coats. Just be forewarned, the plate job will probably set you back more than the price of the new mag itself!

you will desire to eliminate the scratch first and once you have achieved that, there is honestly no would desire to plate it. in case you have been to plate over the scratch without removing the scratch, you could finally end up with a plated scratch that appeared merely like the scratch earlier you plated it!
