Sir Winston Churchill said that but it went anyone who is under 25 and not a liberal is heartless, anyone over 25 who is not a conservative is brainless.

It's a recasting of something Winston Churchill said.

He was referring to the British system wherein the upper house of the legislature is/was(?) filled exclusively with people who were part of the English aristocracy.

A shameful system that Americans should be proud we don't have. We should not borrow lines endorsing it from some privileged son of said system.

He said that because 'liberals' of his class were trying to undo the unearned and undeserved legal and social privileges that were enjoyed by people of his class. It is a damning endorsement of what amounted to a caste system.
