If you want something powerful like photoshop, and do not want to have to spend the money getting the license for it, then what i can suggest is getting GIMPshop (they have it for windows la)

Adobe Photoshop is the best, its not too difficult to learn and its very addictive! It comes in two versions, the pro is very expensive but theres also a cut down home version called Adobe Photoshop Elements which will do what you want and more. Its about £80 from Amazon if you're not on broadband.
Or you can download the trial version which will work for a month, if you only have a couple of jobs to do that might be enough.

Theres also a load of freeware which will do this;

http://www.gimp.org - Like Photoshop 7
http://www.inkscape.org - vector image tool

Photoshop and Gimp are two of the most powerful image editors. Photoshop is expensive Gimp is free. The only bad thing I have seen about gimp is peope don't like the interface compared to photoshop, having never really used photoshop I don't really notice.

Google picasa is free too and has some simple functions for editing photos such as contrast, red eye removal etc and is good for quickly touching up digital photos.

Also take a lok at http://graphicssoft.about.com/cs/imageediting/tp/freephotoedw.htm for some free software

The GIMP
http://www.gimp.org --It's free and powerful

Adobe Photoshop CS2
https://www.adobe.com/cfusion/tdrc/index.cfm?product=photoshop&loc=en%5Fus -- Trial. It's the best on available now.

Google Picasa
http://picasa.google.com/ -- free. not so powerful

Conclusion
I use Photoshop CS2. I find that it is very powerful. But it is expensive. So, start saving!!!

Photoshop, its what graphics professionals use, anything else is just a pale imitation of it.

The only other one i've ever seen thats in the same league is one called colour touch, and it was about £1500.
