Not sure what you mean here? But it would seem that God loves People and everyone not things, and the only way to make it Holy would be by way of God and therefore loved by God, Yes God is the God but in the context that you speak of God it would have to be by God which is the later of the two that you present to us here.
Ps If we restructure your question then maybe it should read 'Is the thing Holy because if is loved by The God or Is the thing Holy because it is loved by God?'

NO one is holy except God. Do not believe when you here that somebody says Holy to the Pope, Bishop or the Priest. They are making themselves holy and that is the wrong doctrine of the Roman Catholic Church

To be holy means to be "set apart". God is holy but the Bible says that He also desires for His people to be holy. We CAN become holy, but it is not by our own strength, but by God's grace. Grace is something given to us by God even if we don't deserve it.

Only God is Holy. Holy means "separate" or "apart" from, it also means PERFECT. God is Holy, therefore He is apart or separate from His creation, completely perfect.
Instead of Holy do mean righteousness? We love God and it is given unto us for righteousness?

"Holy" means it is considered important to a religious faith by its followers, and has nothing to do with that Deity calling it 'Holy'.
It is a human condition to want to be 'closer to their God' and therefore they idolize things and say that that are standing next to their chosen Deity. This is exactly why you find crucifixes in Churches, crescent moons on Mosques, Buddhas in monasteries, statuettes on Altars, and people carrying small books with lots of words in their back pocket.
