You will need to build on clues which may come in in dribs and drabs and you will have to play detective to the best of your ability.
To start:
--You need to get as much geographical info. as possible on the home's location, name, number, etc. Was this a state run or licensed home or was it a religious affiliated home? Any employee's name you know or can ferret out from family members who may have had a hand in helping your parents place the child would be very helpful
The laws and administrative rules for searching for/identifying children placed with state created/run homes may vary widely and be quite different from the rules internally created in a religious/church-based children's home. A search for him in either will have its own advantages and challenges.
For a state run home, definitely ask to see their rules in writing when it comes to family searches and reunions. This should be public information and you should have no problem accessing this, even though we're in different countries.
A "private" home or religious run one may have an entirely different view point about privacy and such and may not be required to help you facilitate a reunion, much less tell you anything, including whether or not your brother was ever placed with them at all.
--If at all possible, get an employee's name who may have been involved in your brother's placement. This could be a goldmine of info., helping to narrow down the date your brother may have been placed based on the time period the employee worked there.
As well, if you can track down that employee, they may be willing/able to give you more clues to follow as to what happened to your brother since his placement at that employee's facility: Was he adopted out? If so, to a childless couple vs. large family?
--You will need to have ready your brother's info. as much as is available: First and last name, alternate name if his name might have been changed once removed from the family, birth date, birthmarks, etc.
--Contact some local adoption agencies, particularly including private ones; or, contact a lawyer who handles private adoptions. Both of these sources may have excellent advice on how to conduct your search, especially within your particular country.
--Go on the internet. There are lots of adoption reunion sites that help separated relatives find each other. Even if your brother was not adopted, he may have registered in hopes of being able to find YOU.
--Mine your family, friends, and neighbors for info. on what was happening in your family around the time your brother was placed in a home. You never know what these folks might know or remember that could be useful.
