yes they can, but if they are deaf since birth they won't be able to identify what sound it is.

Have you ever tasted the delicious 'Qorma' from Delhi? nope? well if you taste something like that in your dream how will you know that it is 'Qorma' without tasting it in reality before or after the dream.

If a deaf person was at one time not deaf, then they can so choose to hear something in their dream. If that person has not heard any thing in their life, then they may so choose to "hear" how they want to in their dream. Remember that not everyone hears with their ears, though. You can also hear with your eyes.

Of course, by definition, deaf can't "hear" anything at all...

This is similar to the blind man's question:

How do you describe a rainbow to someone who has never seen? Or colors for the matter?

The biggest question is: were they deaf (blind) from birth?

if you have never heard sound you dont hear anything in your dreams, if you heard but lost your hearing you might hear things in your dreams, if you were born blind you dont see in your dreams, if you saw and lost your sight you still will see things in your dreams for a long time. if you hear some or see some you will see or hear to that degree in your dreams. such is life.

Unless they were someone that lost their hearing later in life, there's really no telling if they can hear. You remember that movie "Robin Hood: Men in Tights"?? Blind guy on the lookout tower. Robin says, "Blinkin, what are you doing?" Blinkin replies, "Guessing?"

And that's all you can do. Guess.
