what culd be the reason behind its occurence?

Its called Blepharitis. It is completely normal, usually called eye lash dandruf. Use some mild baby shampoo, lather it up in your palms and gently rinse your eyes with the shampoo.

I have the same problem. This is what my doctor says to do.

I think you are living sea shore and the saltish moisture in air got dried up around the cavity of the eyes and hence the white powdery substance. You can put you finger and rub that surface and put the finger in your mouth and you can feel the saltish taste.

With no other description than that, sounds like eye boogers to me. Do you have an infection (sty) in your tear ducts? Are they inflamed? It might be dry mucous.
