I'd recommend Koh Chang (literally, Elephant Island) in Trat, a small province next to Chantaburi. There're air-conditioned buses from the Eastern Bus Terminal at Ekamai (Sukumvit Road) from Bangkok to Trat every day with reasonable fares. Moreover, you can reach Laem Ngop (one of its districts) and travel to the island via ferry-boat, very safe and convenient, lots of tourists visit there as their favorite retreat, you're welcome.

All of Thailand is pretty cheap. Phuket is good for night life and there are many foreigners there. Koh Samui is a bit more laid back. Just a tip though-- dont bother booking a hotel through your travel agent- these will cost more. There's a million hotels in Phuket and most of them have nice rooms for about 500 baht a night. Dont pay more than 100-150 baht for shirts and 200baht for sunglasses. Also, alcohol is much cheaper in 7 eleven than in the discos(about 4 times cheaper).

From my trip I found Koh Phangnan the cheepest. I also had the most fun there with the beach parties. I stayed in this beautiful hotel called the Drop in Resort and Spa for $40US a night. It was great.
