he should do some reading in the dating section of askmen.com
to summarize and oversimplify, he has to find the confidence first. that usually starts with getting past the girl-crazy stage and realizing that, as nice as a woman's company is, a man cannot be defined as a person by who he dates or doesn't date (and the same is true for women). internalizing that one truth could be enough to make him really desirable to women he starts meeting.
