There is some stories about civilized men eating men, because they are hunger, but I think it is not possible to eat a vulture : they are not easy to be reached, and the taste must be very bad (maybe poisonous).

Wiki:
Vultures are scavenging birds, feeding mostly on the carcasses of dead animals. Vultures are found in every continent except Antarctica and Oceania.

A particular characteristic of many vultures is a bald head, devoid of feathers. This is likely because a feathered head would become spattered with blood and other fluids, and thus be difficult to keep clean. This feature also allows quick cleaning in a nearby river.

I have seen a Buzzard lay side of the road for a long time and not even another Buzzard would eat it. I am not sure why but it will rot before it gets eaten. Just like a dead skunk, it will not get eaten either. I guess it could be the smell but I'm not sure.

I suppose a coyote, mountain lion, or bobcat would eat one if they could catch it. If one died, several animals(and birds: crows, ravens) will eat dead meat.
