you can usually do a cash advance or get convenience checks and then transfer the balance onto your card. Be careful though!

You can transfer to/ from any card regardless of who the cards belong to, but you can't do a straight balance transfer between cards from the same bank (i.e. -from one Citibank card to another Citibank card).

If you need to transfer between two cards that are from the same bank, you can call the credit card company and ask if you can deposit a balance transfer check for the special balance transfer rate into your bank account. Once the check clears you can then pay off the other card.

you can transfer any balance you want onto a card you have. just call them up with the account number and billing address of the balance you want to transfer to your card, and the amount. takes about 1 billing cycle to go into effect.
