Sure, but it would depend what you're doing with it.
Lunges, push ups (which don't require a dumbbell), jumping jacks, etc.
You can do tons of bodyweight movements and gain lean muscle mass....
But that dumbbell isn't heavy enough to overload the body at all. It would be more about your own weight (to make you tired).
