Let him wear a soft harness and leash around the house..any time you are near, to keep him from getting tangled..

then, take him a block from home, being carried or in the car, and let him walk back toward home..Puppies will usually want to walk back toward home..as he gets used to it, then he won't be so fearful..

~Start in the back yard or somewhere quiet and safe.
~Ignore fear and everything but calm walking on the leash.
~Praise bravery.
~These lessons should start at a minute or 2 and get gradually longer until he is happy to go out with you.
~If he's super scared, make him wear the leash all the time. He will get used to the weight and feel of it, and constant contact with it will lessen his fear.
~If you pay more attention to the fear and comfort him, he will get it in his head that there is really something to fear, and fear gets the response from you that he wants. Which is, being picked up and taken indoors. Don't cave!

Obedience classes or a book will help you. It will teach you how to train him without making his problems worse.

You just have to walk him through it. Start off by carrying him outside in your arms while comforting and reassuring him the whole time. Eventually he will get used to the sounds and noises and you can put leash on him and take him for short walks or just around the bakyard. Eventually, he will become a social butterfly, as long as you keep the traumatic experiences minimal and you don't baby him. Also, there are so many great puppy training books out there, you should take advantage of them.

I saw this problem on the Dog whisper yesterday. A great show, about a man that trains dogs. Take the dog for a run on the leach. Then let him calm down. Put the leash so it is close to his jaw, it will be easier for you to pull his head up. This lets him know your saying lets go. On the show he also just rubbed the underneath the tail as to get it to go up. This is to make him feel more safe. Scared dogs always tuck their tails. You also need to have him go first out the doors, gate ext. So he learns your the leader. Don't chase him down to put the leach on make him come to you then put it on. GOOD LUCK

You have to put a leash on him, hold his head up, be patient, you are the boss, and show him so.Walk him outside. You can get some really good tips from the watching the dog whisperer

perhaps you should send him to a specialist.. or maybe you can persuade him by making a path of doggy treats leading out of the house. before he knows it, he is already out of the house! or... you can also try carrying him out of the house. and say some reasuring words like... now thats a gd boy... look. what is there to be afraid of? gd boy or something like that.. it would help in calming its nerves and so on..

you should have started training him on a leash much younger and taking him outside as soon as you had him if you wanted him outside, i keep my kittens in because i dont ever want them out, not in this assylum called las vegas.
