I'm referring to the temperature of the air in the outside environment of a person or an animal like a cat or a dog.

Specifically, if it is 25 degrees Fahrenheit in the outside temperature, is that cold enough for someone who only has light protection from the temp with only a sweater, to get hypothermia? How would rain and wind effect it?

My question assumes prolonged exposure to the cold with minimal to zero shelter.

Hypothermia occurs when body temperature falls below 95 degrees Fahrenheit. Determine this by taking your temperature. Warning signs include uncontrollable shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness, and exhaustion.

You are right on target. What people need to be most wary of is when it's in the 50's with moisture or wind, because this is when the emergency rooms get the most people with hypothermia. This is because we get sloppy and don't take a jacket with us and need it later, when we get caught out in the weather and lose our body heat.
