I have notice unusual nighttime activity and they are up during the day, such as loading and unloading a van with various items including the balls and boxes. There is a awful burnt chocolate smell coming from their apartment. They also wheel in balls of unknown substance wrapped in paper bags that are huge about 18 inches in diameter. Could this be possible drug lab activity and if so what type?

Sounds like a meth lab, call the cops and be careful, because depending on the amount on chemicals in the house, will depend on the size of the bang if it ignites.
