My boyfriend just turned 21... and im still 17.. is it illegal for us to date in the state of New York or Nebraska?

no, it's perfectly ok to date at any age. It looks like 17 yrs old is fine in Nebraska & New York, if you're planning on having sex.
But the problem here is that until you're 18 yrs old, you will still be under control from your parents. So, if they don't like your boyfriend, they can put a restraining order on him, in that case it will be illegal for him to approach you (he could end up in prison if you are caught being together)

. It is technically illegal if you guys engage in sexual relations of any kind (bj's, hand jobs......any tipe of intimacy besides kissin)
