yes. they can. they can be removed by laser treatment. laser treatment is very expensive though, much more expensive than getting the tatoo itself. :/

Laser surgery can remove most or even all of a tattoo. The new lasers rarely scar and the prices are coming down quickly. It's becoming more affordable. Some of the larger tattoo shops can do lasering but make sure they're qualified. Lasering is no more or less painful than getting a tattoo to begin with in my opinion. The pain afterwards is similar to a minor sunburn. I have had a lot of lasering done on tattoos that were between 10 and 35 years old, and in most of them, the removal was 100% complete.

Can Tattoos be removed? The answer is yes, as one person said by laser surgery, as well it can be removed by more than just laser surgery, just as well as surgery itself and layer skin to be removed, but whatsoever laser surgery is the best and leaves barely any marks as would layer skin removal, but the price is costly, as I've had one removed as it was $2000.00 an inch, as to mine being 3 inches it was just over $6000.00 because of taxes. Be sure to get only a tatoo you know you will like and not want to get rid of later on in life, that or don't get one at all. As I have learned throughout my experience.

I think tattoos can be removed but u will have a scar but u can but a tattoo over it so u wont see the old one.
