It's almost like you can "see" the blood underneath it, but it's not a bruise or a cut. Almost the same type of thing that is created by a hickey.

Well, a lot of things can contribute to this. Could be an allergic reaction to something, your body reacting to a temperature change (both internal and external), if you dont have enough vitamins/good nutrition in your diet (could be the fat layer between you skin and muscle is too think--as people age or get elderly this naturally decreased and think back to any elderly person you have known--their skin has the discoloration you are talking about a lot).

Maybe you have rosacea? If it's on your face you should check into it with a dermatologist because that kind of discoloration becomes permanent without help.
