Decorate the headstone using poison ivy and poison oak...lol That'll teach em!!
Seriously though that is rude I cant believe people would do that! also I might suggest buying one of those window alarms... they sell them at the dollar store(Dollarama) all they are is little contact alarms, when they are moved apart it lets off a piercing shriek fit to scare the pants off of ya. That might help discouraging them, you can rig it up so that if they move the flowers the alarm goes off. Another suggestion is to have a stakeout and find out who is doing it, it would be best to use a videocamera to catch them on tape. Either way I hope you catch the inconsiderate pricks who are doing it!!
PS I dont know about where you live but here we have certain rules as to what can and cannot be placed on headstones in cemetaries... if you put a prohibited object on a grave the staff will remove it. So maybe ask the staff if they have been removing your flowers.
PSS also I dont know your family situation but I know from experience that sometimes other family members remove things... it happened to my Grandmas grave, a certain person was removing what another put there out of spite and I guess jealousy? with the argument that what the person placed on the grave didnt "look nice" which is really mean and rude...I dont know if that applies to your situation but that happened in my family.

There's not much you can do about it unless you have a twentyfour hour guard. Its a sad thing in todays society, that people have no respect for others feelings, or property. You could report it to the police, but I don't think that would do much good. In my town, there is vandals (probably teenagers), that have knocked over some grave stones, the police can't seem to catch them. It would be nice if you could get a flower engraved in the headstone, thats the only thing I can think of.

There's really not much you can do about it honey. Try consulting the cemetary custodian and seeing if the site can be monitored for thieves.
Beyond that, unless you are willing to take matters into your hands, you probably won't get anywhere.
Ask your custodian if you can plant a small bush, or something permanent, that will always be there and beautiful, yet harder to steal.

I like the idea of placing thorns in there. Ask the florist to set you up. Make sure to wear garden gloves when placing them in the water cup.
