What weight should a 16 year old, 150 lb. male start off at for benchpressing, and for how long and what would be the most effective way?

you should start with 1 45lbs plate on each side. If you can do 8-10 repetitions then add 10 lbs everytime. I would recommend you have a spotter since you never bench press before.

This is subjective because everyone is different. Some people are naturally stronger than others. Definitely start light and work your way up. Try the bar for a few reps, and if it seems really light to you, stick some 25s on each side and see what you can do with that, then work your way up. Don't attempt a maximum lift if you're just starting as you may injure yourself, and definitely have a spotter. Work out with someone who is experienced, or better yet, if you can afford it get a personal trainer. Focus on good form and perfect that first before going heavy. Good form and a full range of motion will do a lot more for you with less weight and fewer reps than sloppy form and heavy weights.

Try not to judge yourself compared to other guys, just against yourself. As you advance, you can then start pushing yourself and trying new stuff. Do research, try new things, and see where it takes you. Be sure not to neglect good diet and rest.

That depends on your 1-rep MAX. For example, there are 150 LB males who can press 250 pounds and at the same time there are those who can barely lift 100. It depends on your 1 rep max and how many repetitions you plan on doing.

whatever you do depends on Nutrition intake
optimum protein,low fat, low sugar, low carbohydrate,low salt nutrition-after each regular meal along with essential supplements per day,with one liter of water for every 44lbs would provide desired result, for gaining weight.
for losing weight- replace two meals with the above said nutrition
program and having one meal of your choice, plus water one liter for every 44lbs for desired results.anf
for maintaining weight- have once the above mentioned nutrition program and two meals of your choice,plus water -one liter for every 44lbs of body weight.
