It's just a figure of speech that means "really fast". I hardly ever hear it used in New York, actually. David Letterman defined it as the time it takes the taxi behind you to honk his horn if you are sitting at a red light and the light turns green (in New York, of course).

Most people don't know this, but a New York minute was originally defined as the amount of time between a traffic light turning green to the first honk of a waiting driver's horn.

a new york minute just means that time goes by fast. new york is a busy fast paced place.. a minute in New york compares to an hour in the country. It is just a phrase
