You can get the BCM programmed to stop doing this or locate the DRL and auto headlamp relays and either rewire or remove depending on your needs. I would not recommend doing any of this as it is a good option. You can get the wiring diagrams online at GM's website or visit a dealer and get a copy of what you want. I did this a lot for people, getting wiring diagrams.

You can't, except to turn the key to "start" while in drive. Comes in handy to flash your lights. This may not work on your car. Obviously you would not want to try this in park or neutral as it will cause the starter to engage with the engine running, unless you have the programming in place for the remote start option. Some had it and some did not in '99. I think all the 3.4 v6 engines had it in '99.

I'm not real familar with GM products, but if it has the pedal type parking brake, try pressing it untill it clicks about two times.

if you just need them off when you sitting in park w/ the engine running just put on the emergency brake
if you are talking about getting rid of the daytime running lamps, then yes you need them rewired
