Can F-15's still be purchased new? I know Singapore have an order but are these new or re-furbished?

Yes, Singapore's 12 F-15SG are advanced version of F-15E (new). You can read about in Boeing's news release below. Boeing is also producing 40 F-15K (advance F-15E version for South Korean Air Force) from 2005 to 2008.

2005 - 2 F-15K
2006 - 10 F-15K
2007 - 16 F-15K
2008 - 12 F-15K

Yes I believe that the Us still makes very few of these, but they are scheduled to stop soon with newer aircraft entering the market

Yes.
Singapore,South Korea and Israel all have fairly advanced versions of this jet.
