Te quiero doesn't exzactly mean I love you. It is kind of hard to explain but when you really love some one you say Te amo. Yes "no me quieres" means "you don't want me" But just like in english we say one word for many different meaning like "hot" wich could mean burning hot, or damn she's hot like sexy, or some even use it to describe spicy. It's the same thing in Spanish. Ok like if I offered you a food that you don't like you would say "no quiero" meaning I don't want it. Now I say Te quiero to my friends and extended family but I say Te amo to my husband. I know it sounds like "I want you" but it is a friendly way of saying I like you alot. The word "like" and "want" is very simiar in meaning in spanish. I hope this helps.

You are correct in what you thought he said.

"Te quiero" is often used as "I love you" but literally translated as "I want you".

"Te amo" is literally translated as "I love you."
