Weird bumps on ankles?

for past couple years now I have these weird raised dry bumps that pop up around my ankles ..some time they will be a few on top of my foot....don't itch, get red or anything....I can even scratch them off and is like a build up of dry skin making a bump...wondering anyone else had something like this

either u were born like that or u have something wrong with ure legs but dont worry i wont think its digusting

I had fleas in my carpet that did that same thing
