I beileve it was called Reb Bull Vodka. The bartender mixed it with Red Bull (the energy drink) and called it a Gummi Bear.

it was probably raspberry schnapps
a typical recipie -

2 oz vodka
1 oz raspberry schnapps
1 oz cranberry juice

Well, that's not a liqueur but simply a cocktail.

Mixing the energy drink called "Red Bull" with vodka - that's it.

"Red Bull" is an Austrian product available throughout the world, and vodka should be easy to buy as well...

There's nothing secret about that - and the name "Gummi Bear" is the slang name for this cocktail.

The Gummy Bear actually came from Germany and the sweet red liquid you're referring to is Grenadine
