No one will know for sure until its awarded.

Unlike LOGCAP III, LOGCAP IV will be put out for competitive bid. Also, it could have as many as 3 prime contractors who would have to compete for each task order under the contract.

I'm sure KBR will be a competitor, and their experience would make them quite probable as one of the primes. But its hard to say who the other winners might be. IAP is competitive, and ITT has good experience with other contracts in the area. I'm not sure who else may be bidding.
