I have already tried Orchard, Premier and they are asking for $200.00 for account set up and monthly maintenance fees which is outrageous, yes my credit is fairly bad. However, I have never filed for bankruptcy.

Review this site to see if any of these work for you. However, bear in mind that any credit card company that will offer a new account to someone with poor credit is going to protect themselves by either charging a higher interest rate and/or annual fee. I got an account through Orchard Bank and after a couple of months of on-time payments, they began gradually raising my credit limit and lowering the interest rate. I still have the account, and the interest rate is comparable to other accounts.

You have bad credit and you want a credit card with no fees and no money down. Sorry, but you dug your hole. Dont ask for a magic wand to get out of it.

Get a secured card if you want it to be 'fair"-- yes, you put down $200, but you get that back after some time and you might get a better interest rate and no annual fee.

Try for the citi upromise card. I was in your same situation and I didn't have good credit either. They are the only company that approved me.
If they won't approve you chances are you are stuck doing a secured credit card until you prove you are responsible then they might issue a unsecured.
