Technically, Iraq is not an actual war (even though in practise it is) so the US President, as he did not declare war, had to ask Congress to send troops in and for the funds to do so. As such Congress passed the 'Joint Resolution to Authorise the Use of United States Armed Forces Against Iraq'. However, this was AUTHORISATION for the President, as the Commander-in-Chief, to send soldiers to Iraq. It was NOT an order to send forces in. Many people now doubt if Congress is constitutionally allowed to withdraw troops, or even cut the funding for the war. The Vietnam War was the same situation. The debate is fuelled by people's views on the powers of Congress, the President's powers, and the idea of separation of powers (the different and separate powers of the legislative, executive and judicial branches). Also, if the Congress was allowed to withdraw funding (which they probably can), they most likely will not as the Democrates do not want to be known as the party who deserted US soldiers.

Congress can't actually stop the war, thats a presidential decision but they can control the money. However its far more difficult to do that than it seems. And seeing as though it would put the soldiers that are already there at considerable risk to suddenly cut off their funding, it just isn't a good way to go.

You guys need to be more careful about who you elect as president.

The Democraps can stop funds for Iraq ,but if they did people would say they hate the military even though it is true

it'll take quite a while for the war to actually stop. The problems are stemming from governmental leadership over there, not from the need for more troops

They could defund it like in Vietnam. The Dems know that they will be out of office in 2008 if they ever tried it.

They can cut off the funding. "We the People" could bond together and take to the streets. 70% of Americans oppose the new surge.
