okay I've been getting tattoos for the past 10 yrs and it seems that every artist has a different method/advise to give on aftercare. If it's been 14 days and no scabs then that says that maybe it's too moist/wet that it can't scab up. Keep it dry to the air. But don't let it get so dry that it feels tight. That's when you'd put on a dab of Lubriderm lotion or the like...I've had a few artists say to put triple antibiotic ointment on it 2x a day for the first three days then switch to the sensitive skin/dye, perfume hypo-allergenic, lotions very sparingly.
I would wash it with antibacterial soap 2x daily and pat gently. Let it dry up a bit. Allow the body's natural process of making a scab. Then very sparingly apply some antibiotic ointment 2-3 x a day for a day or two. If the redness start to subside the still continue to keep it clean but use the Lubriderm lotion. The idea is to get it to scab, never be too dry and to be careful that the scabs naturally go through their process and fall off themselves as not to loose ink.
You may also need to get a round of antibiotics from the doctor...you never know. But I'd think the above method should fix it up.

If it is infected you would notice that there would be some kind of drainage from the area and it could be foul smelling. The area would be red and would be hot to touch. There may be swelling and usually there is pain. He needs to apply an antibiotic ointment which can be purchased at a pharmacy. If it is not getting better then it is a good idea to get to a doctor. There are some very nasty bugs out there such as Necrotizing Fasciitis, which may present itself as a simple infection and lead to what is known as flesh eating disease. I would not fool around with this for very long because when someone is getting a tat and sterile technique is not being followed all kinds of micronisms can be introduced into the body. The skin is the first line of defence against these and when you compromise it by using needles you may end up with pretty bad consequences. I have seen this firsthand and it is not pretty. i would have to say at first it doesn't seem like it hurts but swelling and turning red is what most tattoos do so that parts OK and my sister got a tattoo not long ago and it hurt to put lotion on it too but it wasn't infected and it quits after about 3 1/2 weeks

It sounds like to me it's not infected. Just red & swollen & painful leads me to think the "artist" (and I use the term lightly) was to rough. Just like a painful BURN / BRUISE. I would put a cool (not cold) ice pack on it and treat it more like a burn.. The ointment is holding in the heat. Stop the ointment for a couple of day's. Stay away from the newbie until he get's some exp.

You NEVER EVER EVER get an unprofessional tattoo. I don't care if the friend is good with cleaning his needles or doing tattoos...it's unethical AND illegal of him to do it. Your boyfriend needs to go to the hospital ASAP to get this taken care of, and his friend needs to stop doing tattoos forever.

first off a tatt 14 days old should have nothing put on it it will fade it but it sounds infected is it warm to the touch the tatt,or dose he have a fever if so go to the doc. i 'd go either way

Tell him to go see his family physician. Tell him to do it as soon as possible. While a skin infection isn't life-threatening, you don't want the condition to get out of control.

Take him to the doctor. Or go to a pro tattoo artist and let them check it out. they should be able to tell you what to do.
