According to textbook Food For Today, you can refreeze as long as the food is still cold throughout. You may lose flavor or texture due to the refreezing process. Bacteria grows slower in cold food, so if it is still cold you are ok.
For future reference a full freezer that is not opened will remain frozen for 2 full days. When the door is opened that time is reduced.

OK. My family and I live in the Midwest. And between winter ice storms and spring tornadoes we lose power a lot. Meat is fine to refreeze as long as it stayed cold. French fries and other things that you deep fry should NOT be fried once they have thawed and refroze because of water condensation. It can be a major fire hazard. Frozen pizzas are GROSS when you refreeze them but frozen vegetables are usually just fine:)
Hope that helps:) There will be people who say you'll get sick from refreezing meat. there will people who say you won't. But I am going on experience and you don't want to throw away a large quantity of food based on unfounded information.......

DO NOT EAT!!! Food that has partially thawed is prone to bacterial growth in the portion of the food that has thawed. Cooking will not kill all the bacteria in food that is properly frozen, much less completely frozen. Throw it out.

Cook it first before you refreeze it. Then it will be okay.

It might not taste as good as it would have, but it won't kill you.
