Can a divorced stepdad (from the biological mother) still adopt his son so he can live with him?

If the child is of age and agrees to this then it should not be a problem. Contact a family court lawyer and ask his advice would be my best solution to this request.

He still can try to, but very seldom will they rule against the mother unless she is unfit. There is something else to consider and that is you can divorce your parents at the age of 16 in most states. After you do that you can go live with your Dad.

First you have to be a certain age before a judge will let you give him your opinion. Second are you sure you want to live with him and not your mom. When you do this you can't just take it back when you get mad at him for something.

IT can be done with or without adoption, but either case requires the mother's permission, of course.......
