I think although Marines are the toughest of the armed forces branches, Navy Seals are the cream of the crop of the Navy and are more specialized in hand-to-hand combat. They are hand picked from thousands of men.

It depends on the marine. Some Marines, and you don't need to be recon, have quite a bit of hand-to-hand combat training. Under the new MCMAP program, towards the upper levels you become one scary dude. I myself was a green belt instructor. Not to flashy, but not to shabby either.
Also, trainig has little to do with it. I've seen recon marines get their asses handed to them by linguists. And SEALS don't really get that much hand to hand training. A SEAL's mission doesn't really call for it too much, as most of the time it's prudent for a team of 5 or 6 guys to avoid pitched battle. It doesn't take too much hand-to-hand to slip a knife in someone's lung by surprise. A marine on the other hand, actually engages the enemy in full on assault on a routine basis, therefore needs more hand to hand.

Navy SEALs can brake the arm of a Marine, never heard of a SEAL being beaten up by a Marine, but heard Marines having their arms broken by SEALs.

Navy SEAL, of course. Marine training is good, but the SEALs are the uber-elite.
Also, the Marines work for the Navy.

The SEAL for sure. Marines are great, but they don't go through nearly as much training as a Navy SEAL. Marines go through 13 weeks of boot and between 1-2 months of Infantry training. SEALs go through 8 weeks of boot, 5 weeks of INDOC, 26 weeks of BUD/S, 3 weeks of Airborne training, and 15 weeks of SQT. They recieve a lot of hand to hand combat training in SQT.
The SEAL would be better off 99 times out of 100.

Navy Seal. Not even close. Marines are trained well, but they are not elite like Seals. Now, if that Marine was Recon, that might be different.

marines learn a little bit of hand to hand in boot camp, but its your choice to continue afterward, but the seals are far more superior than a standard marine, marine recon and the seals would have a good battle, but if u mean a non-special forces marine against a SEAL, the marine would get brutalized.

It depends, because a lot of marines have different jobs. I would say marine recon will kick navy seal 's butt.

If I make the assumption that by hand-to- hand combat is where the result is disabling or killing the opponent each are equally effective against an enemy. If you match them against each other it is a toss up, because the first mistake gets you killed.
Remember these people are trained to kill as quielty and remorselly as possible, it is not a pay-for - view contest. The winner lives, looser does not.
