Oh My God! Why are you plugging a router into the phone line? You DO NOT plug the router into the phone jack, plug the phone line into the DSL modem, then plug the modem into the router. Plugging the router into the phone jack is shorting the line. Big cable end into big hole, little cable end into little hole. There should be pictures on the equipment as well.

need to get a filter that plugs straight into the phone jack and then you plug the phone line into it

Is there a splitter on the line?

You need the DSL filter.
