When I try to remove Windows components it won't remove Outlook. I can't send emails since I have no Address Book--and now I can't open them. How do I remove and reinstall Outlook Express?

Disable Outlook express under MS Settings in add Remove, go to add remove, and try by the Add Remove windows components, reboot, then reinstall.
Its generally not a good idea to remove Outlook express, since it acts as an engine for core components, however sometimes it does seem necessary

Most of the Outlook Express error messages are due to problems with the internet connection, not the software on your computer.

Outlook Express is a protected microsoft mandatory program, meaning you can't unistall it per se - like internet explorer. Microsoft does not want you to choose anything but their shoddy software.
