I was a Properties Master among other things for many years, and offer this suggestion.
Cardboard tubes might work, but may not be very sustantial.
I suggest an appropropriate size PVC pipe, and brown craft paper to create the leaves and stalk covering. Foam: shaved, cut, sanded for any corn you actually need to show, covered in the brown craft paper. From an audience distance the corn will look as real as it should. It is theater after all, not LIFE.
Appropriate colors of paint, depending on the seasonal look you want, IE: Green or Dead.
Without knowing at all the scope of the corn field you want, the PVC can be attached in rows to a plywood platform, by way of brackets, or collars and galvanized pipe screwed into the plywood base, then slip each PVC corn stalk over the pipe, screwed into the collar.
If this is to be largely symbolic and only needs to be one or two rows, it will also be easy enough for any crew to set or strike, as a UNIT.

you could probably find some at a craft store, but if you need to make them, bundle up newspapers for the corn and leaves and paint them snd mount them on some long dowels or sticks or something.

Your best bet is try going to stores like Pat Cattan's and Micheals. You may not have to make the material but just make some minor adjustments.

Try using those cardboard tubes, glue two together at each end, spray paint green, and paste leaves on it.
