Should we fine farms that do not test their harvested crops of E. coli and sell or export infected food?

I think the Government should have some type of system in place to track where whole foods have come from, which farms or wholesalers. The Food and Drug Administration fines meat packing plants if they find conditions are aren't sanitary.. so yes, I would agree with fines of farmers too.
