As far as lip care, listen to the 2 cent man above and be gentle with that brush.
As far as the compulsive habit, this helped me with a couple of bad habits: put a rubber band on your wrist, and when you feel compelled to pick at or bite your lip, snap that rubber band against the inside of your wrist. It gives you a little sting, not much, and takes your mind off the compusion. Better yet, soon you associate the urge of the bad habit with a painful sensation and the urge goes away pretty quickly.
This works like a charm, unless you're into pain!

I know that you said that you tried the lip balm thing, but unfortunately because of body chemistry not all lip balms work the same for all of us. Maybe try experimenting with different ones until you find one that does work. (For example, my parents swear by chap stick but I can use only carmex.) Also, try LIGHTLY exfoliating your lips with a wet pumice stone after you put some lip balm on them in the morning. If you rub too hard, you're going to have a way bigger problem than you did before. If this doesn't help, you may want to see a dermatologist for some specialized treatment. Good luck.

Seems like that picking at your lip has become a habit. Try to control yourself, and whenever you feel like picking at your lips, do something else like brush your hair (or whatever). Then, I would suggest you to try and drink more water so your skin is more hydrated. Continue using lip balm on a regular basis.

try to find a steam room at your local gym. it helps alot with skin, and your lip is made of skin after all. put a rich oil such as olive oil or rose bud oil on your lips and surrounding areas while you are in the steam room. moisturize your lips every night and when you wake up. drink lots and lots of water.
very importantly, stop picking your lips and let the skin come off naturally because if you pick on it, it will always become worse. trust me.

try shea butter. My lips crack really bad in the winter, which only last 1 month here thank god (it was 60 degrees today, still not winter yet). But shea butter seems to do the trick for me. It might be hard to find real natural shea butter, but if there are africans where you live it wont be too hard.
Oh yes, and listen to Tanya J. My girl brushes her lips and they are soooo soft.

It`s a bad habit and habits can be broken is you try hard enough!!! Hope you don`t get lip cancer!!! Start twiddling your thumbs or do something like twisting your hair with your finger!

no longer to be speaking about your lips like that, yet they are astounding. female there are ladies wanting to have lips like yours. they are pleasing and pleasing and men are going to love them to boot. i does no longer advise surgical procedure because it would provide your subject matters in a lengthy time period and the surgical procedure would no longer pop out excellent. attempt donning a nude lip and do not placed on lip gloss or lip stick that cause them to stand out

Get the phone book and look up some dermatologists in your area.. go see him/her.. and get some medication to treat and prevent and heal the damage/scars done so you wont waste your time trying cheap stuff.

you can use some blistex and some herpencin L its good for fever blisters and dry ash lips and good for cold sore to so you keep using that everydy and dont opick with your lip if it the skin keep coming off of it that mean it getting better okay.

this might sound weird..but when you brush your teeth...also brush your lips..dont use the same tooth brush..uck...use a toddler/infant toothbrush..and toddler tooth paste..it gets rid of all the dead skin and makes them really smooth, perfect to do right before you apply lipstick!
