I'm really sorry to hear that the treatments didn't work for you. But I agree with the first person, that if they aren't working, stop the treatments. There is no point wasting any more money on something that isn't going to work. That said, there are many other options out there.
Waxing; yeah, it's gonna hurt, but it does work, and the pain is only temporary. Also, I think after you do it enough, you get used to the pain. This should remove most hairs, and generally facial hairs can be removed at a shorter length than is required for your legs.
Tweezing; Essentially the same kind of thing, except here you can more accurately remove individual hairs. It'll take a while if you're removing a lot, but it's something you can do in the privacy of your own home.
Bleaching; if you think you can live with the hairs, but just don't want them visible to the public, go for this option. You can buy gentle bleaches that are meant for around the face and bikini area, and they seem to work pretty well. If you're not sure about putting the chemicals on yourself, I think some spas offer this.
Electrolysis; This is the one I would recommend. You can have individual hairs treated and they really seem to not come back. My mom had her eyebrows shaped and electrolysed 10, 15 years ago, and no hairs have come back. You generally go in for 15 minute treatments, or multiples of 15 minutes, and they can cover a lot of area in that 15 minutes. It's not too painful, kinda like an elastic being snapped on you skin. And this treatment removes hair of any pigment, whereas a laser will only treat dark pigmented hairs, not blonde or grey.

sorry to answer you with questions for you...
what color hair and skin do you have? laser hair removal works best on people with fair skin and dark hair. it does not work very well on standard peach fuzz type hair.
are you going to a dermatologist to have this done. I am surprised that they would continue doing treatments if nothing is happening.
I have done laser treatment about 10 - 12 times and am totally satisfied with my results. I have very dark brown hair and fair skin. My hair on my face is almost non-existent compared to when I first started.
I would really discuss the situation with the person giving you the treatments.
the other thing I would recommend doing would be waxing. I did that before I had the laser treatments. It usually lasted about 3 - 4 weeks.

i have heard that it takes many treatments. but when it comes to dealing with hair on the face i would recommend electrolysis... was there any type of guarantee that the hair would be gone in a certain number of treatments?

well, first...you should probably STOP getting the treatments! you should look into waxing. i know it's a pain to do when you think you can get a treatment and never have to do it again...but it obviously didn't work the 15 times you have done it so stop wasting your $ and wax, bleach, shave...something!
