Yes it has (officially). Yesterday Jan 11th a friend of mine was driving up the West Side Highway and it was snowing for a minute or 2. Officially, a trace amount was recorded at the city's weather station in central park. A news radio broadcast said it was the latest first recorded seasonal snowfall since 1879.

Not this winter. Lots of rain so far, but it's way too warm for snow.
