You can usually find the best neurosurgeons at the Colleges in your area as they tend to go there to teach. Not sure where you live at, but I know that one of the top neurosurgeons in America is at the University of Virginia in Dr. John Jane. Hes an older fellow but he is REALLY good. I was born with Spina Bifida and he performed surgery on me when I was five days old(back in 1977) and I am able to walk and live a normal life thanks to him. He also treated Christopher Reeves(superman) whenever he fell of his horse and was paralyzed.

VERY good question.
Unless you work in the OR of a hospital or have access to the results of several patients of several different docs, it's a crap shoot. As you probably know, there are some excellent surgeons out there and some really awful ones.
The best way is to ask someone that you trust who has that type of info. Unfortunately, not everyone has friends like that. The next best thing would be to try to talk to some previous patients, though the surgeon isn't going to show you any poor outcomes.
