Hi there...it's difficult to give you an honest assessment of why your cat is exhibiting these symptoms, however they do sound serious enough to merit an emergency trip to the veterinary hospital. Consider ringing your veterinarian to discuss this in greater detail as they can ask you more questions to determine if in fact this is an emergency.
There are too many possibilities which can cause cats to present these symptoms and rather than entrust the advice of strangers here on Yahoo Answers who may be well-intended it's always best to entrust a licenced veterinarian.

You need to take your cat to the vet ASAP. If you really need to ask this question you need to go. There are many dangerous and potentially fatal household plants and poisons that he might have gotten into that you might not know about. You need to at least have a blood panel done and maybe an x-ray of not more.
The laying down with his tounge sticking out may be a sign of neurological malfunction which has many causes but normally one end. Death.
This is a emergency situation.
Please go to the Emergency vet.

Not trying to scare you, but like some have mentioned, it could very well be a stroke. My best friend's cat did this, and as the day went on it got REALLY bad. She(the cat) began throwing up, limping, she lost bowel control, and finally, she started have seizures. It started off slow then all the other symptoms hit a once. My advice is to get your baby to the vet ASAP. Callie survived because she did make it in time...but if you keep waiting, she may not make it out of this without some permanent damage.
Sending good vibes your way. Keep us posted. Good luck!

Ummm get that cat to the vet ASAP not now but RIGHT NOW. Common sense would tell you when things don't seem right to at least take the animal into the vet. Please rethink abotu if you really want the cat or not. Because by the sounds of this post it really seems like you have no clue as to how to own an animal. I would be taking my cat to the vet before I even think of jumping on the internet!

I would suggest a vet also....because although they can be pricey, theyre worth it to save a life. my neighbours cat died because a sudden change of climate and excessive hot weather made her shed her fur as fast as she could and she got a massive hairball in her stomach and by the time he realised something was wrong with her, he took her to the vet and it was too late, the hairball was too big to be coughed up or removed surgically and he had to put her to sleep right there. It was horrible for him so please, please get your cat some help before its too late. the weather lately has been REALLY hot and especially if you have just moved into a hotter area, it is imperative that you brush your cat to remove fur EVERY day. This could be a serious problem, call a professional vetinarian.

Honey, you need to take your cat to the vet. He might have some kind of virus or he may have got into something that he shouldn't have. First, you need to calm down and pick up your baby, then put him in a carrier and take him to the vet. Everything will be OK! Just hurry to the vet! Good Luck. Let us know what happened!

You should take him to the vet. I had a cat that was raised from a kitten. At about 8 months, he started laying around doing nothing. Would not eat and rarely raise his head. Two days later he was laying in the litter box dead. I didn't think it was that serious and maybe sick, like us humans get, and it would clear up. I was wrong.

You need to get this cat to the vet immediately. If it is an outdoor cat, it sounds like he could have eaten something poisonous. If he isn't an outdoor cat and you are sure he hasn't been poisoned then he could have had a stroke.
It amazes me that someone would stop to take the time and post on the computer when their pet is lying there in such obvious distress.
