i guess you can like paint it on then it desolves in water anyone know? I don't even know a brand name for it.

Try e-bay, I have seen it. If you are looking for a commercial product I don't know. The stuff in the radiator stop leak for cars may be a source but read the label and make sure.

I am not sure what you are looking for, but I suspect it is Decoupage.
This is used to cover arts and craft prodjects. You can glue say a photo of your child and say some small items to a piece of wood, then cover it with decoupage. You can get it at most arts & craft stores, Wal Mart, and I've seen it at one of the home stores too.
Is that what you were referring to?
