It is the host's option to choose a place, or ask the guest where they might like to go. The person paying gets to decide.
An idea to avoid a situation where the guest might pick someplace too expensive would be to give the guest a couple choices of where they might like to go.
And when there, the host can make some suggestions on what the guest might like to order, and the host should be the one ordering the alcoholic drinks.
Some ways to handle it after you get to the restaurant, without being pushy, are, "I'm having the prime rib, John, get whatever you want. Let's have a glass of wine, I've tried the house wines, and I was very happy with the red and the white, here." Then it is up to the host to offer more, "John, would you like another glass of wine? Save room for dessert or a after dinner cocktail, if you wish." Also up to the host to offer a appetizer, and what kind. "John, would you like an order of stuffed mushrooms, or is the cheese and crab dip more to your liking?"

From my experience it would be the person that decides to go to dinner, although in a marriage or boyfriend girlfriend thing, it could change to sharing the bill and or the person looking after the finances pays for the meal.
If i ask my friend or friends out to dinner then i would explain were we are going and if they would like to come along.
I would normally explain the average cost of the meal just for convenience.
I hate being invited to a place that serves up a tiny meal with a large price tag.

Most women want a real man who will lead and not just follow. One of the first things they notice is whether the man will make the decision and how he does it. If he knows that a girl loves a certain place he may try to surprise her. This of course is from a mans perspective.

I think that the one who is paying should make the reservations. However, I think it only polite to check with the date about their preferences and be certain that both parties are going to be happy with the selection.

This could go either way.
You could pick before hand and say "We are eating and _____, my treat". Or, unless they know what you can spend on a meal, they can pick.
Or possible, you could talk about where you want to eat, so both like the food.

Depends,
Dating/Friends: the one asking decides. You could say something like "I heard about this great restaurant, want to go? my treat!"
Existing Relationship: then "honey" usually gets to decide

well i think that if u r askin them to go and u have a place in mine u should ask 'em first. and if they say i dont know what o u think tel 'em well how about chinese food? and if they say ok the tell 'em what about this place??? or they say no then ur stuck....sry!! try to both and decide...it works for me
