I am a woman and I can be rough at times but not with intentions to hurt. It's has to do with affection and being excited. Is it the same with a man when he is rough?

yes, you just need to tell him gently that he's being too rough and he should ease up a little.. especially with too much biting or manhandling, could be painful.
