u can open run command by pressing "windows logo key + R"

or u can use new shortcut as run command , like u use "taskmgr" in run to open task manager, u can also create a new shortcut and locate that to command that u use to type in run window, thats all

if u want ur run back then open registry editor and from new shortcut by putting "regedit" in target and locate to:
Local_machine > Softwares > microsoft > windows > CurrentVersion > Policies > Explorer

and create a D-word named "NoRun" and set its value to 0..
if its already there its in 1 value, just change it to 0.

if its not working then ur not in administrator mode.
login to admin and do it again,

If you can get to DOS, why do you need the Run window?
